Review of Chavez and Capriles' Platforms: Venezuelan Presidential Election

The FDA compiled information on the current two main political forces in Venezuela: President Chavez and the United Socialist Party of Venezuela, and Presidential candidate Capriles and the Justice First Political Party.  The Venezuelan Presidential election is set for October 7, 2012.

Based on the FDA research, President Chavez is organized, and he has a vision for Venezuela which is captured in a comprehensive 6 year plan. President Chavez takes a socialist/egalitarian approach to governing Venezuela, and strives for Venezuela to be a positive contributor to world development/progress. In contrast and in the FDA's opinion, Capriles' policies are incomplete and lack vision for Venezuela both domestically and internationally. Interestingly, the Justice First Political Party admits in its statement of working with foreign political organizations: "Primero Justicia has strong links with political parties in America and Europe, unifying our ideas and values with the political movements of the center."

Justice First Platform Statement:

We are a party of hope that arises as a Civil Partnership in the midst of political and economic crisis of 1992. Founded by a group of young persons, our reason for being has been and is the search for concrete solutions to the problems of Venezuelans.

Our beliefs led us to promote the concept of Justice of Peace for the whole country, with emphasis on the poorest communities. We promoted the creation of the community of judges, who were trying to solve the problems of the community justice system closer to the people. After three years of work in communities and intense negotiations, we present to Congress the Justice of Peace, which took effect in January 1995. Thus, we contribute to one of the most significant reform of our judiciary in recent decades.

As we grew over time, so did our hope for a better country. We work in various programs and proposals for reforms to achieve more human rights, more access to justice, reform of State and the construction of the seeds of our dream for Venezuela which we are presenting today.

In 1999 we opened a larger space for participation as a political organization and present our draft Constitution, which draws on the current Constitution.

In early 2000 we assume the historical challenge and become a political party. This started the road to our first race. We have since received the support of the people, being elected to various positions in the various elections which we have presented.

Many have been our achievements, but we are aware that much remains to be done. With our parliamentary work, we won the sympathy of many, and we became a choice for the young and different, and we are refreshing to the Venezuelan political scene. Through our mayors, deputies, regional councilors and members of parish councils, we continue to work for the welfare of the people from the communities themselves.

Our values and principles are reflected in our actions. We are a centrist party, which starts from the conviction that only by combining freedom and social justice can Venezuelans live dignity, and that we can only humanize our society through living the values of solidarity and subsidiarity. We want to generate progress and opportunity for all equally.

We started in the metropolitan area and now we are a party with a presence in all states. Thanks to our membership of 106,000 registered in December 2006 we held elections that legitimized the party leadership at the national, regional, municipal and parish.

Our participation in the presidential elections of December 3, 2006, supporting the single candidate, positioning us as one of the best policy alternatives in the country. The people honored us by giving us 1,299,546 votes (11.16%), surpassing many traditional parties and emerging as the third political force in the country despite not wearing a presidential candidate. This strengthens our municipal and parish leadership.
Internationally, our partnerships recognized as the party Primero Justicia young, alternative and modern Venezuela. Primero Justicia has strong links with political parties in America and Europe, unifying our ideas and values with the political movements of the center.

The Righteous truck with us in our national tours, approaching the Venezuelans in their homes, their towns and cities. We have opened Houses of Justice nationwide, which serve as a repository of complaints from the community, serving as a tool for resolving conflicts. We have also founded and developed justicieras networks in all parts of Venezuela.

Through our daily work, we collect and channel the concerns of the Venezuelan people, passing on our conviction that First is Venezuela and we are always strive to make every human being a free person with solidarity and dignity.

United Socialist Party of Venezuela Statement:

We are a beacon for Latin America and the World

A fact of historical dimension democratic ended on March 14, 2008 in our country: the founding of the United Socialist Party of Venezuela (PSUV). Those who have sincere doubts about the nature and direction of the Bolivarian Revolution will find in this event unequivocal proof.

No history for an event of this size and founding partner democratic participation. It was a difficult process involving calls to tens of thousands of developers, applicants for registration as members of 5 million 800 thousand people, the formation of the Socialist Battalions, the choice of speakers, commissioners and finally 1,681 delegates to participate in the Founding Congress , installed on January 12, 2008 and March 2 of that year.

Then the whole structure, more than 92,000 people, representing about 1 million 200 thousand active members-star in the choice of second-degree driving highest body, the March 9, 2008. Five days later, on March 14, 2008, Hugo Chavez proclaimed president by the Congress Party, was sworn in the National Directorate of the PSUV in the Municipal Theater of Caracas.

In a massive ceremony held in the Polyhedron of Caracas on March 29, 2008, Commander Chavez also announced the Working Committees of the National and Regional Vice Presidents of the PSUV.

After the description of responsibilities for board members, the PSUV worked in the conformation of the Political Work Equipment Estadales to complete the total organizational structure. Then began the historic challenge facing this unprecedented mass political tool, self-defined in its Preliminary documents as democratic, anti-imperialist and anticapitalist.

Before starting his Herculean task, however, already had an impact beyond the borders of Venezuela: to light there was a successful effort to take shape from below a mass political organization, with net ideological definitions and a strong program action, with the contribution of millions of people, in the light and scrutiny of all, the maximum possible transparency and participation.

Implicit in this complex mechanism is the most important factor to define the democratic character of the PSUV made: Chavez, recipient of delegated power voluntarily and passionately by millions of men and women, and wanted to transfer that has immense power to the only authority able of healthy and sustainably manage: a party.

Is there any greater proof of the subjective intentions and objective direction of a political process? Why build an organization, assuming the infinite problems that arise from collective participation? Why create instances organized, highly politicized, with hundreds of thousands of people already introduced in the unknown and fascinating world of political debate, where every voice must be heard, the intention is to be based on reasoning and decision in the majority will ? Why, if not to democratize power and on that basis, accelerating the path of the revolution?

Historical rescue

Another positive feature and highlight of the PSUV and virtuous dialectic, is the rescue of militant cadres from the most various attempts of social redemption. Members of the National, synthesis itself ages, social status, ethno-cultural training and political provenance, are just a minimum sample of the thousands of pictures with willingness and ability to assume leadership positions at all levels.

Instance of social and political unity of the overwhelming majority composed of workers from all sectors, farmers, youth, professionals and small rural producers and the city as part of a revolutionary process, the PSUV has acted as a centripetal force combining experiences and individuals of dissimilar paths. This also holds true inverse dynamics which can be seen in the revolutionary ranks in other countries, where centrifugal forces, driven by the decline of revolutionary ideas in recent decades, causing the constant destruction of capabilities embodied in scattered militants.

Guerrillas and the military, young and old, Christians and communists, revolutionaries and reformers, among many other dichotomies that are exhaustively and in other sociopolitical picture converge in Venezuela on the one axis that can lead to similar aggregate in any part of world socialist revolution.

Is verified and in fact the most daring political novelty in a while, led by Cuba, wielded by Che, Chavez assumed and powered in collision with Tyrians and Trojans and counter to the prevailing view in political parties and academies: the effect anti-capitalist program and the notion of revolutionary party as axes for social aggregation and the recomposition of political forces. This check, which will be clear and comprehensive historical stage in which she opens, hit upon the consciousness and actions of tens of thousands of activists across the continent. Chavez has advanced and his decision to promote the International Union of Forces understand and assume such a strategy of revolution. Even before this purpose copper fleshiness, the regional political spectrum has changed. In that sense, the PSUV is a new and powerful gravitational axis in Latin America.

Crucial tasks

During the initial period of organization and then during the Founding Congress, the PSUV began with a training plan and political ideology. A video with various exhibitions that circulated in tens of thousands of copies of the Socialist Battalions encouraged countless sessions of theoretical and political debate, while advanced in the experience of organizing. Difficult to find a cadre school of similar size in any history of party building. However, the understanding at the highest possible level of the operating mechanism of capitalism and its difference with socialism, education in history, economics and politics for nearly six million members in the shaft and a half million of assets, is a task already mentioned and assumed by the party leadership and thus was born on August 6, 2009 the Socialist Education System Simon Rodriguez .

At the level of the organization, while adding hundreds of thousands of applicants to the active ranks, the PSUV faces a difficult task of recognition and treatment of its members and sympathizers organized. The regular operation, systematic patrols will be a difficult target for a long time. Especially since now raised the full extent of the Party organization of work fronts to complete and pass the territorial organization.

But political education and party organization are functions of militancy and it must be developed for this one as part of a crude American offensive against President Chavez and future electoral junctures has unusual importance to the path and pace of the Bolivarian Revolution.

Example for the region

This process of building the party, with the participation of millions, in view of everyone, absolutely free elections, held on a national and regional level where the big traditional parties are, without exception, stripped-down, bureaucratic as possible, completely alien to democracy, by definition denied the involvement of those who eventually vote.

The difference lies in nature and objectives: the anachronistic traditional braces represent interests of the ruling classes of the region and aim the unconditional defense of those interests. For decades fallen steadily, but so far have not had an effective counterpart. The social force for change was competing again and again diverted into dead ends. The PSUV, which does not seek power but on the contrary, transfers power from one person to a representative body of popular interest, not seeking the status quo but a radical transformation is inexorably a beacon for hundreds of millions of victims of capitalist crisis in Latin America and the Caribbean.

Embarked on a higher stage of their attempt to overthrow the Bolivarian Revolution, U.S. imperialism clashes with the PSUV. Seek to renew their alliance in recent decades with the great American political apparatus. But these, threatened with death by the popular reaction against them, they can not openly associate with the White House. They may not republish diagonal roads to nowhere. Its inertial force will continue to gravitate in a while. But already on the horizon the light of dawn.

2008 Regional

PSUV candidates for this process were elected by the bases in the first internal elections of the party. Later in the elections held on 23 November 2008, the PSUV won a landslide victory and became the largest political force when they managed to position 17 governors and 265 mayors, addition to the 141 deputies with whom they had in the National Assembly.

First Extraordinary Congress

From November 21, 2009 to April 25 2010, the PSUV held its Extraordinary Congress involving 772 delegates elected by the grassroots of the organization in a process that took place on November 15, 2009 involving the PSUV members enrolled in territorial or sector patrols.
